TheoXenakoudisTheofilos Xenakoudis joined IRI’s Piraeus office in 2001 as Business Development Manager and was instrumental in assisting with the promotion of the Marshall Islands Maritime and Corporate Registries in the Mediterranean region. In January 2007, Theo was promoted to Managing Director of IRI’s Piraeus office and continued to strengthen IRI’s relationship with the maritime communities in his marketing territory. In April 2011, Theo was given the additional responsibility of serving as IRI’s Worldwide Business Operations Officer.

Theofilos Xenakoudis says that «the RMI Registry is white listed with all major memorandums of understanding (MoUs), including the Paris and Tokyo MoUs, and has continued to meet the high standards of the United States Coast Guard Qualship 21 program for nine consecutive years».

Please give a description about IRI/The Marshall Islands Registry. Referring to its history, services, activities and offices.

International Registries, Inc. and its affiliates (IRI) provide administrative and technical support to the Republic of the Marshall Islands (RMI) Maritime and Corporate Registries. IRI has been administering maritime and corporate programs and been involved in flag State administration since 1948. Headquartered just outside of Washington, DC in Reston, Virginia, IRI operates 25 full-service offices in major shipping and financial centers around the world. IRI is the world’s most experienced, privately-held maritime and corporate registry service provider. The RMI Ship Registry program was initiated by the RMI Government in 1988. With the adoption of a new Maritime Act in 1990, the maritime laws of the RMI were brought in line with the many changes in ship registration, financing, and licensing which had occurred in the shipping industry. The RMI Registry is the third largest registry in the world.

 

The Marshall Islands Registry is the third largest registry in the world. Which is the net weight recorded and the total number of vessels in your books. Can you mention the figures regarding ship types?

 

The RMI Registry is now the third largest registry with more than 3,000 vessels and over 97.5 million gross tons as of 30 November 2013. In 2001 the fleet stood at 357 vessels and 10.4 million gross tons. The breakdown of ship type thru 30 November 2013 is as follows:

What is your position on the lists of MOU and Qualship 21?

The RMI Registry is white listed with all major memorandums of understanding (MoUs), including the Paris and Tokyo MoUs, and has continued to meet the high standards of the United States Coast Guard Qualship 21 program for nine consecutive years. In addition, the RMI meets the flag criteria for a Low Risk Ship under the Paris MoU New Inspection Regime.

Which has been the route to success for the registry, from its beginning until today?

One of the key competitive advantages of a flag State is the ability to provide timely services to clients, anywhere in the world, through qualified personnel. The RMI will continue to be at the forefront of providing timely services and in maintaining a quality fleet. I believe many flag States will aspire to accomplish this too.

Regarding the Greek market, how did the registry perform and where does it stand in terms of market share among the Hellenic shipping companies? How do you think the Greek ship owners choose a ship registry? It is a matter of cost or of other elements?

The Piraeus office has a long-standing relationship with the Greek owners and we continue to attract new tonnage. As of the end of the third quarter of this year, Greek owned vessels in the fleet amounted to over 21 million gross tons, which is nearly 22% of the total fleet. The RMI remains among the top five flags preferred by Greek shipowners and operators and is one of the fastest growing foreign flags in the Greek market.

IRI has a long relationship with Greek shipowners spanning more than 20 years, particularly in the tanker sector. In fact some of our Greek owners have successfully listed on the United States (US) stock market. In Piraeus we have expanded the office and provide a full range of services. Also we have built our global office network, providing support to our Greek owners worldwide, this has also helped to consolidate our relationship with them. As reported by the Greek Shipping Cooperation Committee, the RMI controls around 14% of the Greek controlled fleet.

It is both our long standing relationship and the high level of service we provide that provides us with a competitive advantage in Greece and other markets.  

Another pressing issue is the one of Piracy. What are the guidelines you follow when a vessel has been hijacked or attacked and what type of support you offer?

To avoid hijacking, the RMI Maritime Administrator (the “Administrator”) provides regulation, guidelines and ship security alerts to apprise owners and operators with the latest of intelligence, practices and official points of contact with respect to piracy. The Administrator maintains a strict policy on the use of private contracted armed security personnel (PCASP). Although the Administrator does not object to vessel owners, operators, and/or Masters taking appropriate measures in regard to the safety and security of their vessels and crew, the decision to hire an armed security detail is left to the vessel owner/operator to decide upon after assessing the piracy related risks in the area where the vessel will be operating, as well as the potential risks and benefits of available anti-piracy related countermeasures as described in Best Management Practices for Protection against Somalia Based Piracy (BMP4) and the Interim Guidelines for Owners, Operators and Masters for Protection Against Piracy in the Gulf of Guinea Region.

This risk assessment is required to be made in accordance with the IMO MSC.1/Circ.1405/Rev.2 guidelines regarding the use of PCASP and could include discussions with charterers, legal counsel, underwriters, labour representatives, and port officials. If so decided, a formal request must be made to the RMI Maritime Administrator after which a thorough vetting of the private maritime security company (PMSC) operations, PCASP personnel, weaponry inventory, ship’s current location and itinerary, compliance with port regulations, etc. is conducted before a letter of no objection is issued.

The RMI Registry has a dedicated team of worldwide personnel that respond to ship security related inquiries and incidents (shipsecurity@register-iri.com). Should a vessel be attacked or hijacked, the Administrator immediately coordinates with the shipowner and official authority points of contact. Aggressive Long Range Identification and Tracking (LRIT) and information sharing is commenced and maintained until the incident is over. A post incident investigation is made and the results reported.

With the year closing to its end, what are the new steps planned for 2014, in order to further enhance the Registry’s presence in the market? Will there be a new service introduced?

The RMI fleet stood at 10.5 million gross tons in 2001 and the Registry will surpass 100 million gross tons in early 2014. This substantial growth, while still maintaining the same level of service, has created high expectations from the shipping community. The Registry’s robust network of offices, perhaps the largest among open registries, is essential to effectively manage the Registry’s growth and maintain the same level of service and fleet quality. That being said, as the Registry grows, personnel will continue to be added to ensure this same level of service. Just this year, the Registry’s personnel outside of the US outnumbered those in the US which is testimony to how important these offices are in supporting owners and operators worldwide. Also, the RMI will still specialize in markets like LNG and offshore energy areas, by enhancing the staff with experts in those fields.

For example, on LNGs, the RMI maintains the largest LNG fleet in the world, we are monitoring the current trends, like the US focusing on exports and Japan’s increased volume of imports in the future. We understand that the number of LNG ships will rise and the level of technical support will also be expected to be high.
